I attempted to restore a file last week and when I click TM noting happen, GUI didn't open, no errors, nothing. Went perfect and everything was transparent. This backup software for Mac lets you create incremental snapshots of files and folders. When I got my new iMac in 02/17 I set up TM and it backed up but I never had a reason to restore anything. I'm experiencing the same issue with my iMac.
